Hi! Commons:Featured_picture_candidates/rules, Featuring and delisting rule #3:

  • Ratio of supporting/opposing votes at least 2/1 (a two-thirds majority).

So, for promotion with 6 oppose votes needed at least 12 support votes.

Hello. This file is problematic due to several reasons:

  • Template:PD-Cuba can only be used for works created in Cuba, while this photo was taken in Gaza
  • Because in 1959, Gaza was under Egyptian occupation, Template:PD-Egypt may apply
  • This photo doesn't come from a book or newspaper, so it's unclear weather it was ever published
