Lagman is married. He has four sons and a daughter with his first wife Ivy Xenia P. Lim and two daughters with his present wife, Ana Lea B. Celestino-Lagman.{{cn}}

Lagman comes from a long line of public servants. His great grandfather, Felipe Almojuela, was the highest official of [[Catanduanes]] when it was still a sub-province of Albay and served as its Lieutenant-Governor. Catanduanes, Albay was established as a sub-province of Albay on April 19, 1905 by virtue of Act No. 1331. Lagman is also the great grandnephew of Eligio Gozo Lagman who was a Filipino lawyer and politician. He served as Governor of Pampanga from June 1931 to October 1931, and again from 1942 to 1944. He represented the first district of [[Pampanga]] at the [[House of Representatives of the Philippines]] from June 5, 1934 to July 16, 1935.
