I became a naturalized Japanese citizen in November 2008, and certain aspects of your process description are incorrect (or, more precisely, probably were not applicable in my case). They are:
- No "booklet" was provided by the reviewing officer during any phase of my naturalization. Rather, the reviewing offer provided a written list of documents to request from my original country.
- The difficulty in acquiring the "Permission for Acquiring Other Country's Citizenship" document depends on the embassy in question. The US Embassy provided the document within five working days. I hear that the Chinese Embassy has similar turnaround time, although they also immediately invalidate the passport of the requesting individual.
- There is no written test. The application paperwork includes a short essay regarding the motive for seeking Japanese citizenship, but that appears to be the extent of "testing".
