:Nope. It's not a motto - it's phrasing from a legislative provision - s.91 of the Constitution Act, 1867. People like to contrast POGG with the American "life, liberty, and property/pursuit of happiness" (from the 14th Amendment and the Declaration of Independence), but this ignores the much more similar "Life, liberty, and security of the person" from the Canadian Charter of Rights and Freedoms, which actually serves a very similar purpose to the 14th amendment. POGG is more like the [[Necessary and Proper Clause]] than the 14th amendment.

:In fact, the particular purpose of POGG is to distinguish federal government responsibility from provincial responsibility. So if POGG is to be a Canadian motto, the subtext is: "We embrace peace, order, and good government! But not in provincial government."
