Morin mentioned "''political term''" to explain how the term was used in Amda Seyon chronicle, and the word 'political' is not associated with the three definitions defined by the Afar people as 1)crowd (ignored in your summary), 2)foreign and 3)Ordinary people (emphasized in your summary).
