On reading Casliber's comments it occurred to me that a bold redirect to the essay [[Wikipedia:Advocacy]] may be more useful than trying to resolve the issues with this one. I've done it. Rather than getting ourselves bogged down in the pros and cons of the essay (which is apparently here to stay, at least for the time being) perhaps the arbitrators should address the way in which this document is being used to continue the bad faith and bickering that was hosted on the climate change articles until recently, apparently prosecuted by some of the topic-banned editors and their enablers.
