If that is not the responsibility of the delegates or the FA Director, then whose is it? The easy answer is "everyone", but I don't think it is unreasonable to say that someone should have responsibility for managing other parts of the process and ensuring a pool of experienced reviewers, and putting the structure in place for mentoring and training new reviewers (and providing feedback to nominators as well). This doesn't have to be tied to the responsibility of promoting nominations, but someone should be doing it.
