There is commentary in the article about the logo itself as follows: "The red rose, a symbol of socialism and social democracy, was adopted as the party symbol in 1986 as part of a rebranding exercise and is now incorporated into the party logo."

To my knowledge, WP:FAIRUSE (WP:IMAGERES) only requires the display resolution be low (as this one is, being far below the normal 100,000 pixel threshold), and mentions nothing about the fidelity or accuracy of the image having to be compromised in order to meet the criteria, especially with regards to SVG images.
