That issue also has a story on Alexanderson's 7-beam setup of 1927. It looks to me like he actually proposed digital or PCM there, too ("For distance transmission of pictures, telegraphic sisgnals can be used, as they come in independent of signal strength, and thus are not affected by fading, according to Dr. Alexanderson.")
