Actually a famous in-joke/hoax of British broadcasting, which existed only as a peg on which to hang "silly season" stories in minor British newspapers, in the hope that the "colonials" would unwittingly take them up. -- delete and salt -- SockpuppetSamuelson

Merge to an appropriate article (British broadcasting standards or some such). The term is informally but very widely used, you'll find a pretty high level of recognition among British television watchers. Not terribly well sourced, which is why I lean towards merge if possible. If you don't believe it, try a little original research and find a British TV programme with a stiffie in it.
