NCARTS is fine to use to support he was awarded the North Carolina Heritage Award but not much else because it is blog and a primary source. Likewise, his website is a primary source and not independent.

Hi @DanCherek I saw this when I reviewed the draft but I didn't think it was a copyright violation per NC Gov's Terms of Use which states "Unless otherwise noted on an individual document, the state of North Carolina grants permission to copy and distribute non-image files, documents, and information for non-commercial use, provided they are copied and distributed without alteration." They do restrict use of images though. Is this really a copyright violation? S0091 (talk) 15:26, 27 June 2024 (UTC)Reply
The prohibition on commercial reuse makes it an incompatible license, per WP:COMPLIC. The prohibition on alteration is problematic as well, since they're restricting the creation of derivative works. Based on RBFolkArt's second edit, it might be possible that the NC Arts Council wants to release this text under a compatibly free license, but we'd need verification of that. Hi RBFolkArt, given you are an intern, even if not paid, you do need to make a paid editing disclosure per Wikipedia's Terms of Use and the Paid editing policy. You can do so by placing {{paid|employer=North Carolina Arts Council}} on your User page (include the curly brackets).

As for the draft, please see Your first article along with the notability guidelines for artists. Generally, notability is met by critical reviews of an artist's work by reputable publications or other in-depth coverage by multiple sources. A tag has been placed on Draft:Rhonda Gouge requesting that it be speedily deleted from Wikipedia.
